Does phase adjustment not work on PAL broadcast monitors?

Is phase adjustment done automatically on PAL monitors. Rendering phase dial unused?

That is correct.

PAL = Phase Alternate Line = Magic voodoo that makes it work.

NTSC = Never The Same Color.
