Feedback on AT&T high speed internet in W. Hollywood?

I'm in West Hollywood and I have TimeWarner cable internet (taken over from Comcast), and recently it's been pretty sluggish. I pay $44.95 and am supposed to get 6Mbps down and 512Kbps up and I never get that, not even close. Some sales guys from AT&T swung by and are talking up their $25 deal for 1.5Mbps down an 1Mbps up. In general I have had very bad experiences with AT&T, so I'm not eager to do this, but TW has been pretty lame lately, so I may be tempted.

Questions:

1)How reliable is high speed internet with AT&T - I hate outages
2)They claim their technology is superior because it's neither cable nor dsl, but "fiber" whatever that means - is this BS?
3)The speed claim is "up to" - so is it more BS, basically you get 128kbps on average at most times with an occasional spike to 1.5Mbps, or do you really get the speed they claim most of the time?
4)Anything else I should know before I switch?

Thanks in advance!

I live up in the foothills above Glendale and have AT&T dsl. I get 4458 kbps down and 649 kbps upload, which is in the midrange of my maximum promised (3 to 6000 kbps down and 512 to 768 kbps up), but the speed never wavers the way it does with cable. How fast you are depends on how far you are from the switchbox. I haven't had any outages in the past year. The few I've had previously have lasted no longer than an hour. I'm pretty happy, although I'm switching to FIOS as soon as it's available here.

If it's fiber then it's FAST and you should get the promised speed. If I'm right I'm guessing they are offering the AT&T U-verse plan which can go up to 10 mbps down and 1.5 up, which is smoking!

Thanks, Batutta. As a matter of fact, they have been mentioning U-verse, but I told them that I am definitely, positively, absolutely not interested in either a phone service from this deal, or TV. To which they reply that I can drop the other services pretty much immediately, and then just stay with the internet part of the U-verse. I'm not sure they are representing it fairly, sounds kinda shady, but who knows.
