reading around, found someone that said the best way to convert 23.97 to 29.97 is to use the Avid EDL?

Yes... EDL Manager is an application that allows to convert from 23.976 to 29.97. But what are you trying to do? If related to your other post where you are protecting for both a broadcast and a potential film out then it really is just a "play" since the output is always NTSC with a continuous 2:3 pulldown added. For a film out, you export your timeline as frames or other file based format to keep the 1:1 frame relationship.

But if you need to make an EDL, with sequence loaded, go to Output menu and select EDL.

If I understand correctly from all of what I read in the other post as well, the best way for tv broadcast and film, would be to edit in a 23.97 project. It sounds like the EDL really won't do much for that goal? So once I am done editing on 23.97 project, what do I do when I am needing to have it be 29.97 (30i) for TV broadcast? By the way, I did find the EDL in avid, but not sure what to do with it lol.

PS: would you please recommend any tutorials or books that explains all these technical stuff in layman's terms? :) I got the editing down pat, but i'm finding that there are little technical things that i'm unaware of as these issues arise.

step back and just look at 24p as your creative look. Your projects will be 29.97 both in starting them and finishing them. Your 24p stuff should just be looked at as a cool shutter with some time code challenges. Don't let it confuse your end product.

An Edit Decision List is a list of your edits on a session. It's used to assemble and/or recall events but will do nothing for pulldowns and such.
