"Enhanced for 16X9 TV's" but appear letterboxed on 4x3 TV's

Hello all -
I have a 16:9 project Avid Media Composer project, which now I'm trying to get burned on to DVDs...So far, I haven't been able to burn a DVD that looks right on both a widescreen TV AND a regular TV. How can burn I a DVD that will be "Enhanced for 16X9 TV's" but appear letterboxed on 4x3 TV's?
Any ideas?

You need to make sure your MPEG2 encoder is properly setting the 16:9 anamorphic dueing the encode process. What are you using to encode?
 
The Avid export just keeps the program as full height anamorphic. You need to check into the MPEG2 encoder settings to make sure it is adding the flag.
