I shot and edited a movie, upon rendering, I have black bars on the top and sides!! My project settings say 16:9 NTSC widescreen, and that's what I shot it at. I'm not so much worried abouth the top (I wanted the widescreen look, but the sides are making my output to small. How do I take care of this? Thanks for any help.

It's funny, the side bars show up in my project window, but not my source window!?
Also I'm using Premiere Pro 2.0

You didn't actually shoot 16:9, but rather you shot in "letterbox" mode. Meaning that your source footage is actually 4:3 (with black bars at the top & bottom)

The "Source" monitor in Premiere shows the source media nativly in it's aspect ratio with a gray blackground. Any black bars you see in the source monitor are part of the source video.

When you import media to the Timeline (and into the "Program" monitor) Premiere keeps it's aspect ratio and scales it based on it's height (as video is based on lines of vertical resolution.) As a result the 4:3 source video is imported so that it's full height (including the letterbox bars) fits within the full height of the 16:9 timeline, creating pillarbox bars up the sides.

The solution is to select each clip on the timeline and in it's "effects properties" re-scale it up by 124% (I think that's the ammount) so that it expands to fill to the sides of the 16:9 frame. This will also push the letterbox bars outside of the final frame, cropping them off. The result will be full-frame 16:9 video.

No need to adjust each clip, after your project is ready, render it and export to file, import it back to the project, place on a new sequence and there you have only one clip to rescale... Much faster actually and no different scaling sizes by mistake.

actually dont render and re-render. take the original sequence, nest it in a new sequence and scale the nested sequence to 124%.
