Seeking a Final Answer to an Old Timeline Question

So here's the scoop. I've shot a documentary in 24p.

And I'm editing in Premiere Pro 2.0 in the 24p (23.97) timeline.

But of course, I have a little b-roll, news footage etc, that was shot at 29.97. What's the best way to convert it to 24p/24pa so it can all work together and be happy?

My final output will be a 24p dvd.

For 24p (not 24PA) footage you should be editing on a 29.97 timeline. Thus you can easily mix the two.

But aren't there a few problems with that?

For instance, when I import 24p footage into a 29.97 timeline there are occasionally double frames, which would make it difficult for making precise cuts. And Premiere says the 24p timeline is for both 24p and 24pa.

Also, I'm not interested in having any of my film play at 29.97. In a 35mm movie you don't suddenly see the projector speed up when showing something shot on video, so why would I want to mix frame rates in a 29.97 timeline?

I've heard that magic bullet might be my answer. Thoughts?

PP 2.0 is capable of converting the 60i footage to 24p, but it doesn't do a stellar job of it. You'd probably want to use DVFilm Maker or Magic Bullet to make the conversion.
