Connect a PAL VHS deck through a PAL DV Camera and capture the footage into Premiere. It will then be PAL DV.
Create a NTSC Project and import the footage and place / edit into the timeline. Then render. The result will be an NTSC DV file that you can then make into a NTSC DV either right from Premiere or using your other favorate DVD authoring program.
I don't have PAL VHS player. I live in USA. I know to capture NTSC VHS tape. I connect my VHS tape player to my pc trough my NTSC Video camera then I use Premiere Pro to capture it but this is because I have NTSC VHS tape player.
Sorry I was not being cleared. Any other suggestion. Can I switch VHS tape player to PAL tape player?
I can see that DSR-11 is expensive. so, if I have DSR-11 I can connect this device to my PC without any extra device in between then I inserted my VHS PAL tape then I use my Premiere Pro to capture it. am I right to say this? I reread your email, this procedure is just excatly what I did in NTSC enverontment accept I don't need to buy expensive DSR-11. I just use my $30 VHS player then connect to $250 Fire wire DV camera then connect to my pc andusing PPro to capture it and I am done
