i & a few friends of mine are voluntarily helping a small organisation that has a need for live video streaming (webcasting) online twice a week for about two hours long each on their website.
(bandwidth shouldnt be a problem as far as i know)

how easy/difficult is this to do? what hardware/software we need to get decent results?

has anyone tried to do it on low budget?

If your using Windows XP/2000 Its a Snap ( i have no idea how to do it with Quicktime)
Step 1. Download Windows Media Encoder
Step 2. Find yourself a Server!
Not just any server, but a server that is running Windows Server 2003, and supports Streaming video feeds!
Step 3. Go back to Windows Media Encoder, And Choose what you want to stream (Broadcast a live event in your case)
Step 4. Select your Input (You need an Analog/Digital Input, so if you have Svideo in, use that, I belive Firewire will also work for live Streams)
Step 5. Put in server information in the slots
Step 6. Broadcast!

I'll add that yes you can use both Firewire AND USB cameras (like a webcam!) with Windows media encoder. You can also load in other media files or other sources and switch/run them in real time. (so you can do a open video befroe your live camera for example).

Windows media encoder will stream to up to 10 people directly from the encoder (without a seperate server!) as long as you have the bandwidth to support the viewers of course.

Windows Media Encoder is available free here at http://www.microsoft.com/windows/windowsmedia/forpros/encoder/default.mspx

Can't beat that with a stick!
