There's a huge black border around my video... why?

Here's an example:

Why can't I get it to go away? On the top and the sides?
I have a DVX 100b, when I export from Premiere under Export Movie Settings it says DV (NTSC) Frame Size - 720x480 (the same ratio as the unedited file, which opens fine without any black border)

Frame Rate 29.97 fps
Pixel Aspect Ratio: D1/DV NTSC Widescreen 16:9 (1.2)

Recompress is checked and it says "Maintain Data Rate"

Anyone know what the deal is?

Yay figured it out. Changed the export something to .9 instead of 1.8 Buuttt.. whenever I put a title screen up, it shrinks the movie until the title screen goes away. Anyone know why?
 
uh... you might want to try the help subforums or premiere subforum on this site. instead of this one which is supposed to be to post footage and screen grabs.
 
It says the pixel aspect ratio of the title is 1.2, but I think the rest of the project is .9. Would this have something to do with it? How would I change the 1.2?
