Hobbyists were not similarly restricted, but altitude limitations do exist. Update: A NTSB administrative law judge ruled in March, 2014 that the FAA has not yet implemented enforceable regulations to authorize it to regulate unmanned aerial systems (UAS) in the United States. That decision has been appealed to the full National Safety Transportation Board for review, and can be further appealed through the federal judiciary system.
