How much to pay models for rights?

On average how much should you pay models if you intend on trying to sell the photos? Not necessarily top models, but at the minimum what's a good price that would be fair to both the model and the photographer if you're just starting out?

I'm looking to do some conceptual photography kind of like Dave Hill.

You don't say:
where in the world you are shooting
what levels the models will be working to
What the images will be used for
where the images will be used
How long the images will be used
 
You offer them a flat fee in return for the rights to do what you want. They'll accept or decline, and you can negotiate. Musicians do exactly the same. Herbie flowers took a very small payment as a buy out for his bass line on walk on the wild side - at the time he was happy and the money handy. Models are the same - if they're happy, its simple.
