I used mpeg streamclip to do simple editing such as cut and remove audios for .avi files. I have some video from a panasonic camera in .mts format. Mpeg steamclip or virtualdub won't open them. I have tried to convert them to h642 mp4 files but again the previous programs wont open. My last option is to use premiere but its an overkill for the job. Does anyone have suggestions on what other (free) program will do the job on .mts files?

do you mean shortening the clips with "cut" e.g. setting Ins and Outs?
MediaEncoder gives you the option to set Ins and Outs and to "mute" audio. I would not suggest using Premiere for transcoding stuff, unless it doesn't work in ME, but i can't imagine that. I'd also advice you to render the clips to a NLE friendly format...
