Should a director be interested more in screenwriting or cinematography?

does every film have to be Lawerence of Arabia? or can there be Visual Tone Poems that let us view a snapshot of a time and place and feeling, or can we have empty vessel films that just give us a little laugh to move us

I'm not sure what comparing two extremes does for the discussion.
