You're not going to like the answer, but . . .
Shoot with more light.
Once you've got noise, there's not that much you can about it.
There are plugins and other software, like After Effects, which have noise removal tools, but they are expensive, and they don't remove the noise without compromise.
You can, in Vegas, apply a blur, but you'll also lose resolution.
Noise is actually part of the picture, it's very hard to isolate it and leave everything else alone.

Yup, but you can try Mike Crash's dynamic noise removal plug in. It works sometimes in moderate amounts.

Well, pictures are 100% about what you do with light, yes.
