If you're talking about the text overlay, pretty simple especially since it's just black and white. You create the text, either with a graphics package, video or photo of black marker on whiteboard, or scan of black brush or felt pen on white paper. Put the text on top of your footage. Invert the scan to get white on black. Then you could use chroma key, luma key or just a composite mode - multiply for black, add for white, on the overlay text. Animate text a bit if you didn't use handheld video on whiteboard. Grunge up the footage with vignettes, blurs, whatever.
