How to resize 720x480 D1 NTSC (.9) to widescreen properly??

Hi, sorry I'm pretty new to After Effects. I've been using Vegas for editing but my new project requires After Effect. First of all, I have a 16x9 LCD sticker on my DVX LCD screen so I usually shoot normal 24p and then re-crop the footage to 16x9 widescreen in Vegas. Now in After Effects, when I start a new comp (720x480 widescreen - the size I want the project to be in) and place my footage on the time line, the image is smaller than the comp size. I tried interpret footage-->main and changing the aspect ratio from .9 to widescreen 1.2, but that just stretches the footage. I also tried increasing the Scale from 100 to 134% to fit the comp, but of course the resolution goes down. Are there any way I can make these footages fit the comp size without losing resolution or distorting them?? Or should I just change the comp size to NTSC DV 720x480 (0.9)?? Thanks

I use pal, with someting like these options: 16:9, 720x576, widescreen 1.42 (D1/DV widescreen)

If i use that pal settings and export to DVD, will it play right on regular dvd players in the states? I generally use NTSC.

I dunno I live in Europe. If I were you I would not use Pal, of course in the USA. anyway, I would even render uncompressed or DV movie with AE, and rerender it in Vegas or what ever you want.

Your normal 24p footage is regular DV you just cropped it. So really it will be a reagular DV file with black bars on the top and bottom. True widescreen is filmed and edited in 16x9 Widescreen. You'll have to make new black solid to match the black bars that would normaly crop your footage in vegas, or make your composition standard DV in After Effects and crop it in Vegas, hope you aim right.
