Yes it is an EF-S lens. However I don't see myself upgrading to a full frame camera because A) I'm still very new to photography and B) I'm poor. And you're absolutely right, the silver XT can be deceiving.
I have been looking into the Tamron equivalent 17-50mm F2.8 for considerably less money then the Canon. If I go this route, I could get the 40D body and the Tamron lens. The only thing I worry about is the IQ I will get with the Tamron lens over the Canon. I have read some reviews that say the IQ is very similar, the Tamron is just made of cheaper materials (Plastic)
