B-Roll Footage or Motion in Letterbox

Hey, it's been a long time since I've posted. My skill level has increased a tad bit as well.

I'm curious this one effect. We're all aware of the letterboxing effect that Hype Williams has made famous (or infamous) but how do we achieve this with Adobe? My video is done but I want to add that as a cherry on top.

I'm also aware that most despise this technique but I'm not sure why. I just want to try it for this one project and I'm unsure of where to start. I've searched all over the web to no avail. Please help.

Its only a bunch of Crops used in layers

Letterbox scenes run as a layer below the Main video.

Crop /clip / scale or move Main Video layer to reveal the layers below.

Suggest that you "nest" your main video Sequence then work in that new sequence.

I'm sorry, I'm a complete novice to editing. How can I scale the main layer down? I don't want to crop the video. I'd much rather stretch it horizontally considering that we did shoot on squeeze mode. And how do I "nest" the main sequence?

Then I'm assuming the second layer would include the top and bottom (letterbox). How do I apply that second layer?

I know a lot of questions, but I'm new to editing...especially editing on premiere...

Thank you in advance for all help that can be provided.

Quickest way to explain is for you read up on the following items in the manual or help files:

Motion FX Window - shifts and scales the image around the screen
Nesting a sequence - placing one sequence of edit clips into a new sequence as a single clip
Crop /Clip - trims the frame
Video Layers in the Sequence - use of the layers and how they work (compositing)

The basic look can be done with three video layers. You are going to have to crop them so all the layers will show behind or in front of each other.
