16:9 for TV stations

I have a commercial shot in 16:9 that I need to deliver on BetaSP to TV stations shot using the DVCPro50 setting on the HVX. Looking at the output from FCP it looks fine on the 16:9 monitor but stretched on a standard 4:3 monitor. I want to make sure that when this is broadcast that people with 4:3 will see letterbox. Am I missing something here? Thanks!

Is the 16:9 Broadcast Full Height Anamorphic? (FHA)

I supply 16:9 Anamorphic (720p PAR 1.333) to my Post House via Uncompressed Qt Files.

They load them into FCP and "transfer them to Master Tape via Kona Card. They appear on a reference SD Monitor at the Post house Squeezed horizontally. (Tall/skinny)

When Broadcast from the Station FHA they are viewed Full Screen 16:9 on receivers that are widescreen (ie 16:9). When viewed on SD receivers the images are Centre extraction ie 4:3 full height. (ie no bars / letterbox)
