good budget production monitor

Hi, I need a good monitor to use for color reference.

My choices are:

Brand new: JVC TMH-150CGU 15-Inch Color Production Monitor
Used: Sony BVM-14G5U 14 inch monitor

Is there anything better at a good quality / price ratio.
If Buying a used monitor, what should I watch for?

Based on the fact that the JVC for sure is not an led but rather a large, heavy crt I imagine it will be on a table or rack. I think that is the one I have.

I believe the JVC is the one I have. I love it but but others might have better options, especially if you are doing HD.
 
It is for use in the studio. I just need the most faithful color reproduction for the least amount of money. HD in is preferable, but not mandatory
 
I have heard good things about the Carrion but it is a small monitor for studio use but it would allow it to be used in very many ways if you needed to.
