Canon 24f footage capturing as 19.18fps in Premiere. What the heck?

I am trying to capture footage that I shot in 24f mode on a XH-A1. I am using the Cineform capture with these settings in Premiere CS3...

Cineform HDV Capture
HD File Size: Filmscan2
Frame: Automatic

Frame Rate Change:
Remove 3-2 pulldown (24p in 60i :Sony V1u, Canon HV20) *Checked*
Rate change: No Change

The project settings are...

Timebase: 23.976
Display format 24fps

So why is it capturing at 19.18fps? I've captured hours of footage before and now it won't capture 24f correctly.

Any advice?

I actually posted that exact response, but it's gone. I'm glad you figured it out. For the record, you will never be removing pulldown from the A1 because there isn't any. It record 24p straight to tape.
