any advice on how to get the clearest final product? do I need to re-import the footage in a different setting, im running at the standard ntsc firewire import. any advice would help.

As Noah said, what are your settings? It's impossible to help you if we don't know what you're doing...

Im using final cut pro, editing with a 24 (23.98) sequence. the footage was shot in 24p and imported with NTSC firewire advanced pulldown. the picture when a had rendered it during playback had interlacing issues so i added a de-interlace filter and rendered the clip out. I then exported using Quicktime conversion the apple H.624 codec. after the export finished I ended up with a jagged sort of final product. Im thinking i may have had issues because of the advanced pull down firewire import. any opinions?

If you were using a DVX and shot 24P, then you were actually shooting 29.97. If you shot 24PA, then you could use the pulldown removal because you shot 23.98. If you really shot in 24P, you're going to have an interlaced frame every fifth (I think) frame. This won't show on a television, only on the computer.

Yes, if you shot 24p and used advanced pulldown on capture and still had interlacing then you are doing something wrong. You most likely didn't shoot 24pA. I would capture the footage as normal DV NTSC, then send the footage to cinema tools to have the pulldown removed.
