Which Format for Film Festivals

When making a movie most people want to shoot 24PA so they can do the pulldown and edit at 24fps. But, if you're making a DVD which will be shown for the most part on TV's it's better to use 24p for your movie which will then get converted to 60i. But don't many Film Festivals accept films in DVD format which, after it's converted to DVD in SD format, is 60i. Correct me if I'm wrong, but this would make it seem that even for a film festival it would be best to shoot at 24p since once it goes on a DVD it goes back to 60i. Am I missing something? Which is preferable for those trying to make films and submit them to festivals on DVD? I've read a few threads on this, but feel like I'm getting conflicting info...

no, it would still be better to shoot 24pA. you can burn the DVD at 23.98 and the DVD player will add a 3:2 pulldown for a 60i playback. This will result in a consistent cadence throughout the film. If you edited 24p (not Advanced) then you cadence would hiccup with almost every cut.

Plus, you can get a better MPEG-2 compression by editing 23.98 because there are less frames to compress.

This is not true. The difference between 24 and 23.98 is only how the timecode is displayed. It drops a number every now and then so that 1 hour is exactly 1 hour instead of a little longer (mainly important for broadcast television). The number of frames of picture is exactly the same. The rest of your post is correct.

That said it's still better to edit in 23.98 in FCP as it will add pulldown on the fly when you monitor via firewire, which it will not do for 24p.

I will be damned! Well thanks guys, I wouldn't have believed it unless I had actually heard it. I had already shot something at 24p (not advanced) and edited at 29.98 so I'll have to re-import that section, and probably re-edit. (oh goody) but the rest of this was way helpful thanks.

No, 24p (not Advanced) is edited on a 29.97 timeline. The OP's question isn't a matter of drop/non-drop, it's about removing the pulldown before edit.

Removing the pulldown and editing at 23.98 is a better idea than editing at 29.97.

BTW, a lot of people won't notice the change in cadence, but since it isn't hard to fix, you should fix it.
