Can a mod please tell me..

Click on User CP, click on Edit Options, and try changing Miscellaneous Options from standard editor to Enhanced Interface.
 
Your preferences are set to show standard toolbar. change it to wysiwyg interface, like Isaac said, an dyou will be golden.
