Advise please on how to respond?

So awhile back I went out with the local air rescue crew and shot a bunch of footage.
(view here)
After the edit was done and handed over to the team, they took it to the State EMS conference, and chopped it up and put it on their website. So today I get a call from a guy who sorks for the Government access channel and he is asking for "all the raw footage" so he can put it in a piece he is working on. No compensation or even credit has been mentioned.
So, how should I respond?

What was the original agreement as to the raw footage? If nothing to the contrary in the agreemnt, you own the copyright and can dictate the terms.

The original agreement was I wnet out and shot a promotional video on my own time and under no obligation. I handed them an edit they could use. Done. I never turned over the raw files. I never was asked for them. This just seems like really bad form to say, "hey I'd like all your footage for my project."
What I want is money or a job.

Well then decide how much you want and ask for it. He can either pay it or have a re-shoot. This is your property and don't be ashamed of that.

Tell them that you'd be happy to make the footage available at prevailing stock footage rates based on what makes it into the final edit.

Unfortunately, you have a policy that prohibits masters from leaving your control, but they are welcome to purchase lossless dubs for the edit at $$ per unit. This includes a flat hourly fee for the duplication.

I would most definitely not hand over the footage without some sort of compensation. So this guys wants to use your raw footage for a project of his own.. well then he can compensate you for it.

If anything, tell him you absolutely cannot just hand over the footage free of charge; it cost you time and money to gather the footage. If he's even a semi-professionnal, he'll understand that he needs to give you something for the footage. If he retaliates or continues to act like a jerk about it, don't bother with him as he's clearly a self-serving individual with no intentions to recognize nor understand the nature of this business.

Thanks guys, I hope you take the time to have a peek at the footage. Pretty tricky stuff filming under a helicopter as it comes in. Trickier filming in one.

Right on the money. Just like photographers, we OWN our RAW footage.

Them even putting it on a website without credit would make me pick up the phone. Next time, put a small watermark or your logo in the corner of ALL the footage sent.

By the way... your link just takes us to the DVXUSER home page. No footy.

Why even do this in the first place? Did they even give you credit for the editing that you did? Never agree to do something on your own time "without obligation" unless you're guarantee some specific kind of compensation, even if it's only credit.

I did something like this once and actually had my work stolen from me. The guy promised that the promotional video will be shown at a fundraising event and that I would be introduced to important and rich people etc.; and then he went ahead and shown the rough cut I gave him at the fundraiser without even INVITING me. I only found out about it after the fact by watching my local news. Hearing people asking something for nothing just leaves a bitter taste in my mouth and I hope that you tell this guy to fork over some cash if he wants to use your hard work.
