Ok I'm probably stupid but I cant find PAL 25p preset

I believe that you should click on a tab that says something like "Custom Settings" & you should be able to set the video to PAL & frame rate to 25p progressive. You will find this tab in a window when you first create a new project in Adobe Premiere.
