Finally! WEVA is introducing a new licensing agreement service, dubbed ZOOM, that will allow videographers to legally use "real" music in private-use productions. Cost is $3 per song, per project, used on as many as 25 prints of the DVD.
They're just opening for business, but this looks like it's real solution to a very old problem.

Why should I use ZOOM?
ZOOM allows you to legally register your synchronization uses for music that has been cleared into the program by music labels and publishers at a cost that is less than a latte per use. By using ZOOM, and directing your clients to the site to select their music, everyone will sleep better at night knowing that music uses have been registered.
How much music will be cleared into ZOOM and how often will it be updated?ZOOM administrators are working feverishly to get as much music as possible cleared into the program, with a priority on the most frequently used songs. Each clearance requires the record label AND publisher to approve the song for this purpose (and sometimes the artist and writer have to approve as well) so it can take some time. But the major labels and publishers are rapidly signing up as we speak!
What if a song I want to use is not available? How long do I have to wait?This is an extremely important point. ZOOM is only as strong as the songs we make available and the proactive community of ZOOMERS using the site. We are counting on you to tell us if there is a special song you want to use that is not yet in the program. ZOOM administrators will be logging every search request you make into the system and prioritizing our clearances based on these searches. Additionally, you will have the ability to request a song and artist that is not currently available and ZOOM administrators will immediately begin the process of trying to clear that song. This process can take several weeks so it is important for you to put in the request as early as possible. If the song is unable to be cleared we will let you know.
What if a song I want to use is not cleared in the program and my clearance request has been denied by the labels or publishers?In this case, we would strongly urge you to try and find another similar song and register that use. ZOOM will be adding recommendation functionality to the service in the next few months to help facilitate the process of finding an alternative song.
What if I don't have an audio copy of the song I want to use/register?Most of the music that is cleared into the program is available on a digital music service! ZOOM will be providing buy links in the coming months to songs that you register.
After I spend a License Credit on a song, what am I allowed to do?With a Standard Videographer License, you are allowed to use the entire length of the song in one video production. The video has to be for personal use and can be distributed on a DVD, VHS or equivalent digital movie file. You will need to use a License Credit for each 25 copies you distribute.
What is meant by "Personal Use?"That “personal use” term refers to the end use of product once it leaves your hands. In other words if a corporation is using a DVD that you produced internally, then you are covered. Wedding videos given to the bride & groom are covered. Television broadcast use of any kind is NOT covered. Exploitation of the music available through ZOOM is not permitted beyond the scope of the specific use allowed (i.e. retail sale of the production or a per unit pricing structure is not permitted, but single purpose, work-for-hire is permitted).
Is internet broadcast covered by my Zoom credits?Internet usage is covered for an additional fee of $300 per song, per project.
Am I allowed to resell my video production which have Zoom Licensed Music in stores or via the internet?No. Once again, the license covers “personal use” not retail or broadcast use.
If I make 6 copies of a DVD does that mean I am spending 6 credits?No. One Zoom License credit allows you to place one song in one project and make up to 25 copies of that project on a DVD or equivalent media. If you are making 50 copies, you would spend 2 credits for each song on that project.
If I use the same song on two different projects, do I have to spend two credits?Yes. The credits apply one per song, per project.
