Applying FX to a masked track

I have 2 tracks. The top track 1 is a Mask that cuts out a portion of the track 2 below it. I am animating the Mask, and would like to apply some visual FX to the resultant composite. For example I’ve found that if I apply the light rays to track 2 the mask cuts out everything including the FX. If I apply it to the Mask track nothing happens. I figured it had to do something with child/parent tracks, but have not found a way to make anything happen. I assume this is easy and I’m just missing something. Can anyone tell me how to do this? Thanks :)

Oh - some other important information I left out. Track 1 is the parent track (Parent composite mode set to Source Alpha, and the track compositing mode set to Cut). Track 2 is a child of Track 1 and its compositing mode is set to Source Alpha). Hope this helps in finding a solution for this. Thanks -

Adding the light rays effect to the parent track should work.

Make sure you apply it to the track and not what you're using as a mask.

Or, you can make the mask and then render an uncompressed AVI with an alpha channel, bring it back into the project, and add the effect to it.
