Freeze frame and pop-ups

I am working on an educational video, and at several points I want to have the images of the class and teacher freeze while a text overlay comes over them. Then the text will disappear and the class will pick up where it left off. Is the best way to do this by splitting out the last frame of the long event - thus making a one frame clip - and then dragging it out or copying it over and over for the length the text will be on the screen? Or is there a way to create a still image of the last frame and then copy this over and over? I'm more of a teacher than a video editor, so any help would be appreciated.

Also, would be curious as to the best way to have a pop-up character with the old cartoon "bubbles" periodically appear over the video with an apt message. Is this something you create in another program, like having someone draw a little cartoon character and then import it into Vegas? I watched a VASST DVD tutorial recently and they talked about these "bugs" or animated GIF files and it seemed close to what I want. Though I really don't need anything animated, if it's way over my head. I just need a little pop-up character that appears occassionally with little messages to help the students. I'll help you with the first issue.

Right click on the clip you want to freeze and select "Insert/Remove Envelope" >> Velocity.

This will place a vertical LINE that you can slide up and down on the clip. What you need to do is RIGHT CLICK on this line (at the point you want to freeze) and select ADD POINT. If you move the line up it will SPEED UP the frame... IF you move the line down it will put in SLOW MO. If you right click on the POINT you just made and select SET TO and enter ZERO ("0") it will freeze THAT frame for the rest of the clip. IF you add ANOTHER POINT after this initial 'freeze' and RIGHT CLICK and select "set to Normal Velocity" it will bring the clip back to normal speed.

Oh, for the TEXT overlay... YOu need to create/insert another video track ON TOP of the 'freeze frame' video track. On this track you need to RIGHT CLICK and select INSERT TEXT MEDIA >> edit/size your text and thats basically it.

Wow, Thanks so much cineasta dom! That really moved me forward on the project. Do you or does anyone else know if theres a way to get TEXT MEDIA into the old cartoon bubble look? Are there plug ins that create this look and can be used in Vegas, as an option under TEXT MEDIA? A friend thought that this would have to be created in a separate program, Photoshop or other, and then import each individual "bubble," or cartoon character with bubble.
 
Sorry for not being clear. I simply mean I would like to see the text inside an opaque bubble that appears over a cartoon character. As in the comic strips.
 
I see. Ok.

You would have to create the cartoon character [and it's 'text bubble'] in PHOTOSHOP. On this image the background should be BLUE.

YOu then import the image to Vegas and use the chroma key filter to replace the BLUE part of the image with your 'freeze footage' video.

I wish I could go into detail, but it would be beyond this 'crash course'.

Do a google search for Chroma Key Tutorials in Vegas. That should help.

Another way to to handle the freeze frame which has worked for me is to stop on the frame you want to freeze, create a jpg of that frame, then insert it in to your timeline at the freeze point. Then you can size it to correctly reflect the time you want to freeze, then your video will immediately start where it left off.
