16x9 to 4:3 letter box for Inernet Upload in Premiere Pro

I just shot a music video on Super 16mm Film, The footage was imported to Premiere Pro and was animorphic when imported as 4:3. I edited it in a 16:9 timeline, the footage was perfect. I now want to put it on Youtube, but am having trouble exporting to a 4:3 aspect with letterbox for you tube. When i Export it as 4:3 the aspect is correct but the footage looks horribly compressed. I even tried exporting the footage 16:9 and importing it into a 4:3 timline and zooming in...it looks like crap. I have tried alot of things, none of witch work

I hope to get a decent export from premiere with no quality loss, then take it to the Divx Converter to put it in 320x240 for youtube as i usually do...

Can someone help me?

I'm a little unclear on what exactly is happening here. But if your footage is widescreen, and you want it to be 4x3 with letterbox. You should edit it in a 4x3 project, and decrease the scale of the video until it fits in the window, giving you your letterbox footage. From there you can export an uncompressed avi, and import into Divx. What is the par (pixel aspect ratio) of your captured footage? 0.9 or 1.2?
