Selling my homemade adapter

Does anyone know who this guy is? I put a deposit down in august and havent heard anything since beginning of september. Are there any other buyers that have heard anything from him? I keep pming him and got paypal involved. Why do people do this? Last time I buy something from someone off this board.
 
I paid the deposit too but got my money back last month because he kept delaying on the shipping. As far as I could tell he's legit but he's not too good on following through.

Unfortunately this is the truth. I had been trying to get things off the ground with the adapter but I moved during this time period and alot of other things have gone wrong in my life lately. I just PMed tcerroni this evening with an update. If you want your money back just say so. Just for the record I am not trying to scam anyone and I have refunded money to anyone who has asked. I may have been slow, I won't lie about that, but I am honest.

Edit: I didn't respond to the post by Hectorxd on October 13th because frankly I didn't see it. I have been in touch with him through PM and he has been fully refunded. I never heard of any complaint through PayPal or I would have responded to that. As I mentioned above, I may have been slow but I am honest.
