Can anybody tell me where to find good inexpensive stock footage?

I'm looking for just one shot: underwater coming out of darkness as you near the surface. Can anybody point me in the right direction. Need it to be 24 fps. Working with no budget.

Ahh don't think that really exists. Simply that stock footage means legal issues right (licensing and all the like). So I don't see anyone really giving that stuff away (not anything of decent quality at least).

I think your best bet would be to look around your local community for any places that offer underwater shooting. Heck even a rental place with an underwater device (ask them for the names of DPs). Then do some cold calls and see if anyone can help you out amongst that crowd. If you're trying to do the low to no budget scenario perhaps offer to cut them a demo reel or such in exchange (especially if perhaps they'll go out and shoot it for you...).
