effect: circle drawn around part of frame

How would you create the effect of an invisible hand circling part of the image? Can it be done with FCP alone, or a plug-in?

I'd use motion... or create a path in Illustrator and add a Black/White gradient to it then use a gradient wipe in FCP.

But I'd use motion. Or After Effects

the cheap way:
create a circle in photoshop, import, do a radial wipe.
