combining 24p and 29.97 footage in premiere 2.0

I had a two part project where I needed to combine footage shot at 24 p with footage done at 29.97, for the first part I captured all my footage in a 24p timeline then created a new project at 29.97 and brought all the footage in there and edited, worked fine.

Second part of the project, I got sloppy and started laying video on top of itself on different video tracks without doing but cuts up to each other. All my 24p footage came out strobby when I rendered it out to tape. I tried to rectify the edits by doint them right and takin out the overlaps, deleted my previous preview files and rerendered, same thing no difference, all stroby. Any one know if this is a but in premeire where you can not overlap footage shot at 24p............
thanks,

again using premiere pro 2.0

i havent used 2.0 yet but in 1.5 you capture 60i footage on the 24p timeline and just put a CC or effect on your 60i footage and it'll be fine.
