GH3 Bug? Aperture and Shutter not saved in Custom Settings

I like to have one of the custom settings setup for video recording. So of course the shutter speed is a known value (50 for me). However, after setting it up and storing the settings, when I switch to it, the shutter and aperture are not set to the value I saved. They are still the values from the last photo I took.

Is this a bug or an oversight by the designers?
 
That is the most stupid logical decision Panasonic has made with their cameras. No other brands acts this way. I hope they repair this mistake with future models.
