There's several makes of fiber optic lights available in various thicknesses and have been available for years. This is generally not so much the gaffers tool as a production or lighting designer. I've seen them built into sets and in architecture and that's about it.

There's probably an opportunity for someone to build a nice portable car kit and ring light if they were so inclined.
