export resolution for dvd

I am editing in avid HD footage from the hvx and then encoding with tmpgenc for dvd. Which tool is better to perform the downrez in-

should I export from avid at HD rez and then down rez on the encode

OR

should I export from avid at SD and then encode that?

Does one way give better results?

It's hard to say, but I would suspect that the HD rez encoded to SD MPEG2 would lead to better results. As long as it does the proper color space conversion from 709 (HD) to 601 (HD)...
