60i strobing and horizontal image distortion.

60i footage in a 60i project on AVID XPRESS PRO 5.1.4.

Whenever it is played on a PC monitor, the quick pans appear to have some strobing and horizontal image distortion.
If digital cut to a tape, then play the tape on an interlaced TV, no strobing and distrotion.

    Is it normal?

sounds like a shutter/sync scan issue to me. If it is its caused when the footage was intially captured in the camera.

Yes this is normal. Should only be noticable in QT right? It can't be a shutter/sync errror because you would see it in avid in the monitors.

Sounds like it's just interlace artifacts... if it looks fine in the Avid window and on TV, don't worry about it.

There are two issues at play - one is the fact that you are playing interlace on a progressive monitor as menitoned, and sometimes the graphics card will "tear" the image becuase it can't display all the pixels at the same time for each frame.
