How do I export out of MC5 for streaming on VHX?

I'm trying to put my film on VHX but am having problems getting the video to come out right.

I filmed on a GH1 in FHD 1080P mode then brought it into Avid MC5, edited using DNxHD175X, then exported out as a quick time file, H265, 1300kbits. But when I play it, there is serious banding (like when I fade in to a sunrise)

Does any one know what settings I should export out of Avid for streaming?

VHX allows a max bit rate of 13,000 kbit/s. not 1300. add more bits!

also, they want h.264, not h.265.

Sorry Zak, I meant H264 and 13000 bits. Been loosing a lot of sleep getting things ready for this Thursday.
Even with these settings, some weird banding occurs in certain scenes. Most of the footage plays great though.
I tried using the DNxHD codec at 720P instead of H264 and it seemed to resolve the problem, but it does not give me the option to set the kbits. So I don't know if it is VHX compliant.
Do you know know if this will work?

I have exported out of avid at "same as source" then transcoded in hand break to make it a smaller file, mp4, but the video comes out with the blacks crushed. I was thinking, if I take my original file in make it brighter then go through this process will this rectify this problem?
