Is there an external recorder that allows me to record 1080p to an upscale 4k? Like any of the Atomos's maybe? or is this option only available in editing?

I don't think there are any recorders (at least normal ones for cinema cameras meant to be used out in the field) with built-in upscaling (if that's what you're asking).
But perhaps you could add an upscaling box somewhere in the chain although it might be messy depending on what type of connections you're using and any applicable power.
You want to take a 1080p camera and record 4K, is that right?

I'd used standards converters in the past and was aware of these BM units, but had never used one. The answer in this case was to do the switch in HD and convert the output of the switcher up to UHD through a Blackmagic Teranex Standards Converter. It did an amazing job of the conversion. All in all for a price that was very reasonable.
