Is there anyone out there that can assist me with this problem? I can't figure out how to remove the pulldown from 10801 24pa in avid expresspro hd.

I've tried raylight and it looks like crap. I have ae 6.5 pro as well. One of these 2 programs (avid or ae on pc ) should be able to do this. Also, after I remove the pulldown, what do I do next; edit and export with a 3:2 pulldown? Any help would be greatly appreciated

Raylight is your best bet to do this. I would check and make sure 1) It was really 24PA that you shot (2:3:3:2 pulldown and not 3:2 pulldown or regular 60i). The way to check this is step through the Raylight AVI frame by frame with the clip viewer in Premiere and make sure the motion is consistent 2) your projects settings match the Raylight AVI for frame size and frame rate (1920 x 1080, 23.976 fps) and 3) you are in Raylight Blue and you've purged the previews before doing the final render.

Thanks, but I think my problem is dealing with 24p in general. I know I have to remove the pulldown, however, what settings do I need to set up in my nle to finish on dvd. My final product always has ghosting (or double frames), so there is something I'm not doing correctly.

Sounds like there is a mismatch between the Raylight AVI framerate and the framerate in the project properties, for example your timeline is set to 29.97 or 24.00 instead of the correct value of 23.976 See the raylight documentation for details. Also make sure you are using version 1.05c of RayMaker and your Raylight AVI properties (as indicated in Premiere) are 23.976 fps as well.
