My character is going to be sitting on a couch watching tv in a dark room. Ideally, I'd like to reproduce the blue-looking light that is cast from the tv onto my character and the walls in the room, creating distinct shadows.
If anyone has any ideas as to type of lights, wattage, or placement I'd be grateful!

You'll need a looooooot of blue, though. TV light is VERY blue; low-watt bulbs are VERY orange. To make the light blue will take some work, and you'll more stops the darker blue the gel.

Flickerbox.

You really think you need that much blue David? I always think people make tv shots too blue. With a little flicker and a little blue, I think its more than enough to suggest "watching tv." But hey, I guess to each his own.Check out my website.

I have made a TV gag a number of times out of blue and green gelled small pars. Connect them to either a couple of flicker boxes or a Variac or two and let a PA have fun with it.
