    I would suggest one of the other eastern European states might be a better bet than the Ukraine at the moment.

    There is a low intensity hot war going on in the Ukraine. The Ethnic Russians in the Ukraine (with friends) are carving up the eastern end of the country.
    It's a bit like Mad Max for real along the internal border and I doubt cinematic film crews be safe on either side of the front line.

    "Chernobyl" was shot in Lithuania - plenty of vestiges from the old USSR, reasonable prices, pro-business environment, Western values.

    Belarus also has some studios in and around Minsk that are often used by the Russian speaking film makers. The political situation is semi-stable but it's a one man rule.

    Ukraine really doesn't offer much beyond that.
