    How would you go about recreating this style of animation? The character movement looks 3D to me.

    It's most likely created in a 3D space. I don't know anything about this kind of animation but the top-of-the-line software will offer the capabilities.

    And then it's mostly a variety of camera movement to create the overall product.

    Add to NorBro, it's an example of what's generally called "cel shading" or "toon shading", you could do it in Blender (free).
