    What are some of the tools and processes used to use an animation such as Dora the explorer? Can it all be done digitally with illustrator/after effects are there other programs better suited?

    For 2D animation, Harmony from Toon Boom is a common app.

    A friend works on Our Cartoon President. They're using Adobe Character Animator:

    But perhaps other people can chime in. I know animators, but it's not my world...

    I would also look at Moho, which is an animation app. It works quite well.

    Oh and yes it can be done digitally and almost certainly is. Hand drawn animation is incredibly time consuming and complicated. There are very few folks doing non digital animation these days. Basically once the tools got good enough things shifted fast.
