One way to do it, if circumstances permit and you know how to wire things:
Have two light bulbs in the fixture on separate circuits. The first is normal, the second has had a small hole drilled in it. Flip a switch that simultaneously removes power from the normal bulb and applies it to the doctored one.

Flip the light switch off if it's offscreen.
Isolate the bulb in post (lumakey) and ramp it up and then down right as it's tuened off.
if you want it to fade down connect dmmer to light.
Gun flash- Consider shooting some footage with a source light (bulb on cable) so that it illuminates from a place where the gun woudl be. Bring soem of this image back for the frame that the flash is on using hand mattes.
