say now i'm recording from my 100A with scene 6 (default), and i want to edit it in vegas and make it able to play on other computers or dvd.
the step i should follow:
1. capture with vegas
2. render it to 2-3-3-2 pull down avi file
3. open the renderred file in vegas with 23.97 timeline
am i doing the right steps? if not, please advice

No. All you have to do is capture the footage and drop it into a 24p project. You will then be editing native 24p.
Then, render MPEG-2 using the DVD Architect 24p template. Remember that you'll have to render your audio to a separate AC-3 file. Name it the same.

so i don't need to do anything about 2-3-3-2 pull down at all? i see ppl even suggests other ppl to use 3rd party software to do the 24p pull down before editting, what is that all about? sorry i'm a bit confused
btw, that's a lighting speed response, man, this forum rules

That’s most likely for people using NLEs other than Vegas. You’re using the best. Enjoy!

ok, that makes things much easier for me.
one more last question, for scene 6 (24pa), what 24p project is the best suitable one? 24 film or 23.97?

When would "24 film" be an appropriate choice?
