I'm trying to reply to a member who PM'ed me, but it says he may not be allowed to recieve PM's or has turned it off. I noticed he doesn't have any posts and I was wondering if that had anything to do with it...How can I get in touch with him?

I don't think you can. You have to post first so that spammers can't just sign up and start PMing everyone i think.
