I need two effects done, and am wondering what software I need to do them, the first is a person walking down a side walk and then falls into an open manhole,
the second is a person being hit by a bus and on this one the shot is static so we just see the bus come in from the right and the person is infront of it and the bus keeps going until it's out of the shot.

I'd say unless your project is a year out or more, then the software you really need is excel (to figure out how much you can pay someone who knows how to do the effects with the software). wgzn is right that AE and Photoshop are tools that are used for such effects, but like people often say about cameras here also applies to software (it's more about the operator than the product). Not too many people can go out and purchase these tools and then immediately do complex effects.
