a DCP (Digital Cinema Package) with a JPEG 2000 file?

Hello good people
I recently directed an feature on hd - i see some of the festivals require a "a DCP (Digital Cinema Package) with a JPEG 2000 file"
I'm reading about it now on wikipedia. I guess a post house would create this? Any idea how much something like this would cost?

What festivals require DCP? The only one I've ever seen that required it (or film) was academy awards.
